Sr. Director of Policy Planning
Midcontinent Independent System Operator
Mr. Lawhorn is currently evaluating the impacts of large-scale penetration of Storage, Electric Vehicles, Demand Response, Energy Efficiency and Distributed Generation on the MISO; and, transmission needed to integrate all of those resources.
Mr. Lawhorn established a new functionality at MISO to perform economic assessments and evaluation of transmission as well as special strategic studies such as the impact of all proposed environmental legislation and regulations. While at the MISO he developed and implemented an integrated resource and transmission expansion planning process that is the foundation of the MISO Transmission Expansion Plan (MTEP). Mr. Lawhorn has implemented large scale production cost models for economic assessment, loss of load expectation (LOLE) models for risk assessment and reliability determination, resource planning models for strategic assessments, including regional demand response and energy efficiency potential and impacts, and an intra-hour production cost model for aiding in wind integration.
